This is only a courtesy guide as we understand the permitting process can be daunting. If you have any questions along the way you may contact the ePlan team at eplan@co.pg.md.us, call 301-636-2000, or go in person to 9400 Peppercorn Place, #100, Largo, MD with your PDF drawings on your phone, in an email or on a data stick and they will be glad to help. They will also do a virtual call or “screen share” appointment with a Permit liaison. Check their hours before you go as they tend to change.
Step One: Filling Out the Application on the Momentum Website
Building Permit applications are to be completed online. Please go to this link: Momentum portal and enter the information directly into the County’s Permitting System. This is the FIRST step and is only the application process. Applicants may assign another person as the ePlan contact, responsible for monitoring and completing ePlan tasks, and downloading approved plans. Important! Read below before you fill out the application.
The information you will need for the application questions below in basic order. It will make sense as you move through the application process line-by-line.
· Apply Here > Commercial & Residential > Residential
· Choose > I have a valid home improvement license
· Case Type > Residential
· Address area: Only enter the street name and number, no “Way” “Ave” “Place”…etc
· Add YOURSELF as the person responsible for uploading files and receiving all email updates. Not Cheverly Home Improvement.
· Registration numbers for Cheverly Home Improvement MUST be typed in “as is” and this includes the dash. REG-2063. CHI License is 140401 exp 10/21/24
· Use Group > Residential 1-2 Family
· Construction Type > Protected Combustible
· Disturbed area is the area in square feet where soil cover has been removed such as in additions.
· Planning ordinance > Current
· How reviewed > Virtual
· Third-party > NO
· Scope Includes Area > Add Row > Choose residential
· Scope of work description> DAVE WILL PROVIDE THIS
· Sign and SAVE the application number assigned to you at the end. You will need this number to check into the Virtual Permit Waiting room later.
Once the application has been pre-screened in Momentum you will receive an invitation to the website for uploading drawings, lot survey, etc… on the ePlan website. They will give you the link as well. Make an account, save the login info and upload drawings to the proper folder by clicking on your application number link on your dashboard. NOTE: All documents uploaded to ePlan must be in individual pages in .pdf format. They do not accept documents in Word, Excel or any other photo file (jpg, etc)
UPLOADING PLANS ON EPLAN
Here's a summarized step-by-step guide to complete the ePlan upload tasks:
You can upload your files only to the Sub-Folders for the department that placed your case on hold. For example, if the Structural Department has placed your case on hold because they need additional information (called a “task”), you can upload only to the Structural Sub-Folders.
When uploading into the Project Folder, you will NOT have the option to upload into the parent folders. You should click on the "+" sign next to the folder where you intend to upload to open it.
After uploading the files and addressing all comments, click on the "All Tasks" button at the top right.
Select the applicant upload task and scroll to the bottom of the pop-up window.
Choose all the checkboxes and then click the "Return to DPIE" button. Here are ePlan tutorials below:

Once your drawings and lot survey documents are uploaded in ePlan, start checking into the Virtual Waiting Room daily M-F at 8:30am. (They close at 2:30.) if your plan is not eligible for a VIRTUAL permit process they will tell you it’s a STANDARD process and they propel it through departments.
You will receive notifications updating you on the progress and your place in line but ONLY if you check in daily NOTE: The case cannot move forward if you do not check in to the Virtual Permit Center. This is where the reviewers see it and work on it. Think of it as your daily attendance in a classroom.
You will get a text and email with your place in line each day and what departments it has gone through in real-time.
If something is needed, they will email you a link to see the “task.” Go to ePlan click on your application number and read the comments.
Go back to the waiting room once finished with the task. Caveat: If you cannot see the task in ePlan, log into Momentum and see if it is there.
Check your email and texts often until permitting is complete. This will take several weeks.
Once ALL departments have reviewed your submission and all required fees have been paid you will receive your permit! NOTE: Your payments and permit download will be done on MOMENTUM not ePlan.

The staff will help you upload it, or they can set up a Microsoft Teams call where customers can share their screen. Customers do not have to download the Microsoft Teams app to set up a meeting.
